Malcolm is a chartered surveyor with a wealth of experience working in both public and private sectors directing, managing and delivering large-scale, commercial, residential, education and mixed-use urban regeneration programmes and projects in complex partnership and funding environments. He is a strategic thinker, negotiator and influencer with a proven track record of selling a vision, developing strategies, managing stakeholder engagement and delivering results of land-based regeneration, development and infrastructure initiatives which has led to transformational change of places and their communities.
Malcolm is a specialist in the field of land assembly, compulsory purchase procedure, assessment and negotiation of compensation, and expert witness work, acting for both the acquiring authority and dispossessed landowners. He has extensive experience of managing land referencing processes, CPO process management, preparation of property cost estimates and property acquisition strategies, land acquisition by agreement and compulsion, negotiation of options, and compensation claims.
Malcolm has previously worked for a mix of development consultancies, local authorities, a university and a regional development agency where he spent many years promoting and implementing various planning, housing, and highway CPOs.Â
With Malcolm’s thorough knowledge and understanding of local authority processes and procedures, he provides additional value to many of his local authority clients by co-locating in their offices for between one and three days a week. This has meant the authorities, at a time when many have downsized and lost some of their most experienced staff, have had someone who can slot in and become integrated into their technical teams quickly.Â
This practice has enabled Malcolm to build stronger working relationships with project staff and to develop a more efficient and effective way of working with them. It also ensures he can share as much of his extensive knowledge and experience of regeneration and compulsory purchase as possible with local authority staff to help aid their career development and act as their mentor in this specialist area of work.

With my property, valuation, planning, funding and stakeholder management experience, I help clients deliver large scale, commercial, residential, education, and mixed-use urban regeneration programmes and projects.
I help local authorities, developers and other promotors to manage risk and reduce compensation liabilities in the preparation of land acquisition and relocation strategies and property cost estimates for the assembly of land by agreement and by compulsory purchase.
I help local authorities and other promotors to promote the use of their compulsory purchase powers, sometimes in partnership with development partners, by preparing a compelling case to justify use of those powers.
I help local authorities overcome their lack of capability and capacity by managing and directing their regeneration programme and projects and associated compulsory purchase processes, including land referencing.
I maximise compensation entitlement for landowners affected by compulsory purchase by objecting to compulsory purchase action, securing assurances from acquiring authorities, representing clients as expert witness at public inquiries, assessing and negotiating the settlement of compensation.
I increase the deployment of 5G telecommunications apparatus by providing strategic and site-specific property and planning support to mobile network operators and site providers on the implementation of the new Electronic Communication Code.
Experience
- Providing land assembly, CPO, and development advice to Dudley Metropolitan Borough Council and the West Midlands Combined Authority for the purposes of a Transport Interchange to facilitate wider regeneration of Dudley town centre.
- Acting as advisor to Carlisle City Council and the University of Cumbria on the valuation and acquisition of third party interests, whilst preparing for the promotion of a CPO with a view to creating a new city centre campus.
- Acting as joint advisor to Leicester City Council on the acquisition and settlement of compensation to facilitate residential-led mixed use city centre development of the Leicester Waterside scheme.
- Acting as CPO advisor to Slough Borough Council and developer in respect to the promotion and implementation of a CPO, along with the settlement of compensation in respect to a large residential development scheme.
- Acting as advisor to Wyre Forest District Council to value and negotiate the acquisition of third party interests affected by various regeneration schemes in Kidderminster town centre, as well as providing strategic advice on the potential CPO of various sites.
