Expertise
David is a chartered surveyor with more than thirty years’ experience in the public and private sectors. With a strong public infrastructure background, he has dealt with all manner of schemes from major infrastructure developments to minor works.
He has extensive experience in site assembly work and valuations for acquisitions and disposals. With a background in the water industry dealing with statutory works and the management of the operational estate, he moved into private practice in 1999 and, up until recently, ran a consultancy in Leeds specialising in statutory compensation.
He has acted for a wide range of clients including central and local government, private individuals and corporate clients.
David is qualified in Town and Country Planning and Cartography and Surveying and holds a bachelor’s degree in Urban Land Economics. He is a fellow of the Royal Institution of Chartered Surveyors (RICS) and an RICS registered valuer.
David takes pride in the fact that the majority of his cases are settled through negotiation and strives to obtain the best value for his clients. Adept at analysing sometimes complex issues, he is a keen negotiator and knows the value of completing cases on time and at cost.
He has experience of Alternative Dispute Resolution (ADR) and sees it as a useful tool in the right circumstances for resolving what could otherwise be a protracted and costly judicial process.
David also has expert witness experience at the Upper Tribunal (Lands) and Necessary Wayleave Hearings for those hopefully rare situations that they are required.
Experience
- A substantial amount of work for the Defence Infrastructure Organisation (formerly the Defence Estates) as utility manager in the housing and estate management project team.
- Northern England focal point for Project Aquatrine: the outsourcing of The Ministry of Defence’s (MoD) private water and wastewater systems in England and Wales.
- In-house valuer for Yorkshire Water. Principally involved with water and waste water pipe laying schemes, repairs and renewals as well as construction of waste water and raw water treatment works.
- Beacon unit rent review negotiations relating to the sale and leaseback of the MoD family quarter estate.
- Retained under a number of framework agreements with various private and public sector organisations. Examples of work undertaken include: Compulsory Purchase Order work relating to highway schemes; significant land assembly/acquisition programmes for the creation of new education (BSF), health care (LIFT), and other projects; local authority asset and insurance valuation work; and assessment of applications for local regeneration grant funding requirements for one of the former regional development agencies
